Walter H. Clark, a judge in Hartford, Connecticut, was involved in an investigation of the Connecticut State Prison at Wethersfield. Judge Clark assembled a collection of newspapers related to the situation and pasted them in a copy of the "United State Investor." The majority of the articles are from the "Hartford Times" and the "Hartford Courant," but other newspapers are represented as well.
